Chartered in 1959 by the New York State Board of Regents, the Ramapo Catskill Library System (RCLS) is a non-profit, cooperative public library system supporting 46 member libraries across Orange, Rockland, Sullivan, and southern Ulster counties, NY — a service area of nearly 2,500 square miles and a population of over 858,000. RCLS’s IT Department supports a full suite of shared technology services on behalf of our member libraries — from network connectivity and cybersecurity to the systems libraries rely on every day to serve their patrons — meaning our IT team’s work directly affects service delivery for public libraries across four counties.

The Opportunity

RCLS is looking for an IT Manager to lead our Information Technology Department. Reporting to the Executive Director, this is a hands-on leadership role: you’ll manage a team of three, own vendor and service-provider relationships, and set the technical direction for a network that serves dozens of public libraries and the communities they support. What You’ll Do

  • Lead, supervise, and coordinate the daily work of a 3-person IT Department team across network administration, help desk, and member library support
  • Own vendor and service-provider relationships system-wide — evaluate, negotiate, and manage contracts, and review/renew or renegotiate service agreements in coordination with the RCLS Business Office
  • Serve as the primary technical liaison between RCLS, member libraries, and IT vendors
  • Oversee the infrastructure behind our integrated library system (ILS) and wide-area network connecting RCLS and member library sites
  • Evaluate network design and vendor contracts to improve bandwidth availability and cost-effectiveness
  • Recommend upgrades or replacement of hardware and software licenses to keep systems performing well and secure
  • Develop and maintain the organization’s business continuity plan, and ensure backup/disaster recovery solutions are maintained and regularly tested
  • Coordinate on-call scheduling and after-hours coverage so IT support is always available when it’s needed
  • Mentor IT staff and build a training plan that keeps pace with emerging technology and member libraries’ evolving needs
  • Work with the Executive Director and Chief Financial Officer to develop the department’s operating and capital budgets annually
  • Maintain close, regular consultation with the Executive Director on department operations, risk, staffing, and vendor performance
  • Stay current on technology and cybersecurity trends, and lead the response to issues of concern

What You’ll Need

  • Bachelor’s degree in Information Technology, Business Administration, or a related field, or equivalent work experience.
  • CompTIA Network+ and Security+ certifications (or equivalent); ITIL Foundation Certification preferred
  • 3–5 years of experience with IT infrastructure and network operations
  • 3–5 years of supervisory or IT department management experience
  • Experience managing vendor and service-provider relationships, including contract negotiation
  • Experience developing and managing a departmental budget
  • Working knowledge of network infrastructure, cloud services (e.g., Microsoft 365, Azure Active Directory), virtualization environments, and cybersecurity concepts sufficient to direct staff and evaluate vendor proposals
  • Strong written and oral communication skills — able to translate technical matters for non-technical stakeholders
  • Willingness to travel throughout the RCLS service area (Orange, Rockland, Sullivan, and southern Ulster counties) as needed
  • Valid driver’s license

Schedule & Location — Based at RCLS Headquarters in Middletown, NY, with travel to member library sites for vendor coordination, escalations, or meetings. The role includes evening and weekend availability as required to support IT operations.
