Do you want to make a difference for libraries across the state?  The New York State Library in Albany, NY offers a rare opportunity for a Library Development Specialist to join our team. This position allows you to make a real impact by providing services to public and association libraries and assisting with funding for library construction projects throughout the state and taking a leading role in statewide technology initiatives.  

The New York State Library’s Division of Library Development provides statewide leadership and advisory services and administers over $100 million in state and federal aid for library services and programs.  The City of Albany offers a vibrant and historic small-city atmosphere with a much lower cost of living than larger metro areas. Candidates do not have to be on a civil service list to be eligible for this position. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.  

The salary range is $88,639 to $111,897. The position also offers an attractive benefits package, including participation in the NYS Retirement System.

Job Specifics: 

Under the direction of a Library Development Specialist 2, the incumbent of this position assists the Program Manager for Library Construction with all elements of project applications through funding approval and closing completed projects.  Duties of this position include, but are not limited to, the following:

  • Manage aspects of a variety of state and federally funded library programs and services, including those funded by federal Library Services and Technology Act (LSTA) funding, State Aid, and State Aid for Library Construction;
  • Serve as the Construction Aid specialist, providing training, support, and outreach regarding the program to libraries and library systems;
  • Assist libraries and library systems in planning for and applying for State Aid for Library Construction funding;
  • Serve as State E-Rate Coordinator for Libraries;
  • Manage special projects and assignments related to Library Development strategic technology initiatives;
  • Manage assigned procurements, aid disbursements, and areas of regulatory compliance;
  • Serve as a regional liaison to two or more library systems;
  • Coordinate advisory groups and provide technical assistance to other entities regarding statewide communication;
  • Assist in public policy development, including research and development of legislative and regulatory language for statewide library programs;
  • Represent the NYSL/NYSED at programs, workshops, webinars and conferences by making presentations on State policies, plans, programs, and processes; and
  • Supervise the work of librarians, education program assistants, administrative staff, interns, and others, as assigned.
